It does in some cases; it really depends what you are looking to use probablility for. As an example: is the light on in your kitchen? I wasn't getting quantum on you at all.
Simply probability is not evenly distributed over different options.
So the odds that the sun will rise tomorrow are not the same as that it will not rise tomorrow.
