I think this belongs into the same corner as the "Videogames generate violance"-Idea which has been proven bullshit. Young people are confronted with fiction all over the place and they are able to distinguish.
There is also no evidence of increasing problems. There isn't more sexual violance amongst young people, in some western countries birth rates are going down and more people are living alone, but this is a development that has started way before internet porn became mainstream.
Also, it would absolutely suffice to make filtering an optional service that has to be provided by either ISPs or manufactures of home routers. There would be absolutely no need to force this on people.
This is clearly about one thing only: forcing the ridgid morals of some poeple onto the general public.

It's not just the the Tory's who want more control there were loads of illiberal policies introduced and even an attempt to imprison people for 28 days without being charged. There was illiberal legislation supported by the Liberal Democrats in the coalition such as the legislation that banned UK porn companies creating films involving female ejaculation, watersports, trampling, face sitting and much more. Well, that would be pointless for politics, because it can't be abused. (Until they change "what must be stored for legal reasons".) And it couldn't create many problems for people.
For reason listed above, politicians wouldn't allow it use - such verification would be useless for their goals.
BTW, how (from the point of view of "common people" and those politicians), teens should resolve their sexual tension?
Or those teens should just "live in darkness", until their lust overpowers them?
